 I think the "bitch" part comes from how one enforces those rules, or tenants, or whatever they are. You can do it in a very up-front, in-your-face way, or in a more "velvet glove" kind of way. Not saying one way is better than the other, just that the "velvet glove" might preserve the dignity of both parties, to their mutual enjoyment.
