In the Roman world, fellatio was often meted out as punishment for theft and other crimes. In the ruins of Pompeii, claimed Playboy, archaeologists found graffiti that read ‘Lahis fellat assibus duobus’, which translates as “Lahis gives head for half a sestence”. During Roman times, a popular legend was that the Egyptian queen Cleopatra gave a blowjob to more than one hundred Romans during an orgy. The Romans made a distinction between fellation, the act of receiving the penis, and irrumation, the act of providing the penis. In the 1969 book Oragenitalism: Oral Techniques in Genital Excitation, Gershon Legman argued that the fellator was regarded as passive, submissive and weak, whereas the irrumator was seen as active, dominant and strong. I can understand your scepticism with Playboy, hence my disclaimer. I did double- and treble-check its claim. I could not even find that sestence was used as a word used at that time, but more research needs to be done!

...excuse me for being slightly jaded on this issue...but I have seen both sides of this being used as punishment and reward... Ans to Q1: Probably apes, I saw that in a documentary on sexuality in the animal kingdom a few years ago. Ans to Q2: It can be!
